In the 1998 concluding observations, the Human Rights Committee noted with concern that the recommendations for Japan issued after the consideration of the 3rd periodic report had largely not been implemented. In 2004 the Committee on the Rights of the Child (CRC) had expressed a similar concern about the lack of adequate follow-up given to its recommendations. Amnesty International is concerned that since the consideration of its 4th periodic report under the ICCPR the Japanese government has failed again to act on the Committee’s recommendations in a number of areas. www.amnesty.org
